Windows 10 2004 breaks Fresh Start, how to still use it

With the release of Windows 10 version 2004, Microsoft has broken the 'Fresh Start' feature that allows you to perform a clean install of the operating system while retaining your data.
 
For users who want to perform a quick and automated reinstall of Windows 10, Microsoft offers Reset this PC or Fast Start features.
 
Reset this PC allows you to reinstall the current version of Windows 10 while removing all applications and either wiping or retaining your data. This feature, though, will reinstall any apps that were preinstalled by your device's manufacturer.
 
Another option is Fresh Start, which will perform an almost clean install of Windows 10 that retains any data it can find, but removes all applications, including those preinstalled by the manufacturer. Upon reset, it will reinstall any Microsoft Store apps that had been previously installed.
