The feature is present in the first Developer Preview of Android 11, though it is a bit buggy.
The Screen Record tile is located in the Quick Settings panel. If the tile is not showing up, you can edit the Quick Settings panel and then add the tile. As Android Police notes though, the feature is a bit buggy right now and there is a small delay from one tapping the tile and the recording to actually start. There is no way to record internal audio as well with the screen recorder as of now.
Google is also testing a new screenshot preview UI and the ability to take scrolling screenshots in Android 11. Similar to MIUI and other OEM skins, taking a screenshot in Android 11 will lead to a small preview showing up with buttons to "Share," "Edit," and "Extend" it. The last option will allow one to take a long screenshot which comes in handy when trying to screenshot a long list. The new screenshot preview UI and the long screenshot feature are not yet active, but they are hidden in the first Android 11 Developer Preview.
