TikTok is now (in part that is) getting back "fully" online in the US after going dark for a short period of time. President Trump issued an "executive order" effectively putting on hold the TikTok ban for 75 days (from January 20th) but as of late news, Google and Apple have not yet restored TikTok or the other ByteDance apps that were removed back to the App Store or Google Play.
