That's a lot of steps for a "no-updates, no-support, feature limited, outdated version". In fact, the version being given away, 16.10.04, was never released.
According to their release notes, they went from from 16.03.01 to 16.10.07 (May 25th, 2016).

So, this must be some internal build.
