A bug in Windows 10 versions 1709, 1803, and 1809 caused the Location, Diagnostic Data, and Improve inking and typing privacy settings to not be displayed during the initial setup of Windows.
For those devices that were affected by this bug, Microsoft will offer KB4489219 (1709), KB4489220 (1803), or KB4499918 (1809) via Windows Update.
After this update has been installed, Microsoft says a notification will be shown that includes instructions on how to find and configure these settings.
" The small fraction of customers who were impacted will receive this update and will see a notification which will provide additional information about the privacy settings affected and guidance for changing the settings to the customer’s preferences."
