Why don't you stay with Windows 10 1803. My desktop PC also remains on 1803 and doesn't update to 1809. I think there are problems with this 1809 version on some hardware. That's why Microsoft stopped delivering it. I think it depends on the hardware you use if Microsoft delivers the version 1809 by automatic update for your device or not. My notebook got 1809 automatically, my newer desktop PC didn't.
