Fixed changed shortcuts not being saved from the Shortcuts settings page after the recent lazy-loading
performance change; shortcut storage now reads the built shortcut tree directly again instead of relying on
cached widget maps, settings are now stored from dialog acceptance so the OK button cannot bypass shortcut
persistence, and edited shortcut values are captured directly from the shortcut widgets and stored in portable
format (for #3619)
Allow Ctrl+Space in read-only mode to ask whether note editing should be enabled again when there is no URL
to open at the current cursor position
