Our universities have abysmal securities, most of the site is still running in old internet explorer compatible code. Take Mumbai University for example.

The university IT managers in public institutions in India are not that concerned. They act only when such things happen, and they most probably do work only when some network cable is faulty or some network problems related to ISP, hosting provider etc. come. And one more reason i think is lack of govt. support/funding for increasing security.

Well, government should employ independent contractors honestly. The IT staff in most of these universities are mostly selected there by bribing, some other connection or plain old nepotism.
