WSL2 now rolling out to devices running Windows 10 1903 and 1909

With the release of Windows 10 version 2004, Microsoft introduced the Windows Subsystem for Linux 2 (WSL2), which included a real Linux kernel, improved performance, and better application compatibility.
 
Originally slated just for Windows 10 2004 and later, Microsoft has decided to backport this feature to Windows 10 version 1903 and Windows 10 version 1909.
 
Also, Docker Desktop has added support for WSL2 as their engine, which now allows it to be used in Windows 10 versions 1903-2004.
 
To get WSL2 in Windows 10 1903 and 1909, you just need to check for updates in Windows Update and install the Windows 10 KB4566116 preview update that was released today.
