The issue, documented under KB5072911, affects Windows 11 versions 24H2 and 25H2 when updates released on or after July 2025, such as KB5062553 and KB5065789, are installed in specific enterprise and virtualized environments.

While Microsoft states that this bug is unlikely to affect consumer devices, it poses significant operational risks for managed enterprise deployments, especially those that rely on provisioning workflows and virtual desktop infrastructure (VDI).

Microsoft Warns Windows 11 Enterprise Devices

According to Microsoft, the root cause is that XAML-dependent application components fail to initialize properly due to delayed or incomplete registration of required system packages.

Critical Windows interface elements, including Explorer, the Start Menu, the Taskbar, System Settings, and Windows Search, depend on these XAML frameworks to function correctly. When these dependencies fail, users may encounter a black screen upon login, experience unresponsive desktop environments, or face repeated application crashes.
